The Homes and Communities Agency gets relaunched as Homes England

In the 2017 Budget, the Government made clear its wish for the Homes and Communities Agency's (HCA) function as the regulator of social housing to be separated from its investment functions, and established as a standalone body. The intention was to reaffirm the Government’s commitment to a strong, independent regulator with credibility within the sector. 

As a result, the regulatory side of the HCA has been rebranded the Regulator of Social Housing (RSH) and the investment side has been renamed Homes England. These changes came into effect on 11th January 2018.

Please note that until legislation is enacted for the regulator to be established as a standalone body, Homes England and RSH will both legally remain as functions of the HCA but will operate with distinct corporate identities as set out above. The Regulation Committee, which is responsible for the regulation of social housing, will continue to be a statutory committee of the HCA and there are no changes to the Regulatory Framework and Standards under which RPs are required to operate.



E-mails for all regulation staff will change to 

The new e-mail address for the Referrals and Regulatory Enquiries (RRE) team will be: However, all e-mails sent to the previous e-mail addresses will be re-directed.   



There will be no changes to direct-dial telephone numbers for all regulation staff. However, the new enquiries number for regulation will be 0300 124 5225. All calls to the current number will be re-directed automatically to RRE.
